You usually don't see pages with lots of text content dominated by a background graphic like this.
But a site might use a page like this as a Splash Page, with or without the header/footer.
A splash page is often a simple, catchy page designed to get your attention as the entry point for a site.
The pages beyond the slash page are generally formatted differently for better display of lots of information.
